Because this will have such a ripple effect on so many services, I think you should leave well enough alone. There is an old saying in Texas that goes, "If it ain't broke, don't fix it." So, that being said, DON'T CHANGE IT. Besides that, the cost of the bureaucratic changes would be substantial -- and in these days of shrinking budgets, why would you want to incur those costs. Plus, it would behoove you to educate all the residents to what these changes mean to them and that too would be quite costly.
