These remarks are prompted by my reading of the submissions posted in Sep & Oct to your Commission. I strongly endorse the arguments made by both Huntley [09 22] and Hodgson [10 21], who illustrate how the essential principle of "each vote has equal value" is being subverted by the constraints imposed on you by recent legislation excluding several EDs from your review. In other jurisdictions, this practice might deserve the term "gerrymandering". Other submissions also address the topic - eg Jackson [09 26], Marshall [10 21], ... I urge you in your report 1) to comment on the fairness of this constraint and the justification for it, and 2) to take careful account of the suggestions respecting "proportional representation" made by Hodgson, Huntley, Bacon [09 04] and Visser [10 06] among others. JK
